2019年11月15-18日，第一届国际地下空间探测与利用学术大会（EUUS2019）在中国武汉召开。会议由国际地下空间联合研究中心城市地质与地下空间工作组（ACUUS-GEO）发起，由中国科学院武汉岩土力学研究所/岩土力学与工程国家重点实验室承办。来自美国、英国、俄罗斯、澳大利亚、日本、意大利、印度、荷兰、新加坡、泰国、中国大陆和香港等13个国家和地区的近400位代表出席了会议。
On November 15-18, 2019, the first International Conference on Underground Space Exploration and Utilization (EUUS2019) was held in Wuhan, China. The conference was initiated by the Urban Geology and Underground Space Working Group of the International Joint Research Center for Underground Space (ACUUS-GEO) and hosted by the State Key Laboratory of Geotechnical Mechanics and Engineering, Wuhan Institute of Rock and Soil Mechanics, Chinese Academy of Sciences.
大会开幕式由ACUUS-GEO主席、EUUS2019学术委员会主席李晓昭教授主持。国家最高科技奖得主、中国工程院院士钱七虎教授在致辞中讲述了近30年来全球地下工程发展特点。他表示，当前，中国城市地下空间发展很快，规模越来越大，也面临很多机遇和挑战。本次大会选址武汉，是因为武汉拥有以中国科学院武汉岩土力学研究所为代表的一批科研机构、设计院和大学，长期致力于研究地下空间开发与利用并取得了卓越的成绩。下一阶段，如何安全、集约、可持续地开发利用地下空间资源，需要更深入地研究和探索。不同专业、各个国家的交流和互学互鉴非常重要。
The opening ceremony of the conference was presided over by Professor Li Xiaozhao, President of ACUUS-GEO and Chairman of the EUUS2019 Academic Committee. Professor Qian Qihu, winner of the National Top Science and Technology Award and academician of the Chinese Academy of Engineering, described the characteristics of global underground engineering development in the past 30 years in his speech. He said that at present, China's urban underground space is developing rapidly, the scale is getting larger and larger, and it is also facing many opportunities and challenges. Wuhan is the location of this conference because Wuhan has a number of scientific research institutions, design institutes and universities represented by the Wuhan Institute of Rock and Soil Mechanics of the Chinese Academy of Sciences, which has been committed to the development and utilization of underground space for a long time and has achieved excellent results. In the next stage, how to develop and utilize underground space resources safely, intensively and sustainably needs more in-depth research and exploration. Exchanges and mutual learning between different professions and countries are very important.
本次大会以“地下空间协同开发与可持续发展”为主题，大会共接收到会议学术摘要75篇和论文56篇。与会代表通过9个大会特邀报告、18个邀请报告、60个专题口头报告、37个专题展板报告和2个赞助商技术报告，围绕地下空间精细探测、智能建模与大数据、资源协同规划、建造与运维、开发与城市韧性、前沿探索与特殊地下空间利用、典型工程实践与案例等七个议题及相关热点问题展开了热烈的交流和讨论。
大会期间，来自五大洲13个国家的代表积极协商、共同探讨并确立了地下空间高质量开发与可持续利用的《武汉宣言》主旨内容。这是继28年前国际地下空间联合研究中心发布《东京宣言》后的再次发声，意味着地下空间协同开发与可持续发展已经成为国际共识。2019年11月17日，钱七虎院士、Raymond Sterling教授和湖北省科协主席、原湖北省副省长郭生练先后在讲话中再次强调了《武汉宣言》主旨内容，并希望全球各界相关人士能携手奋进不断强化良性交流与合作，为推进新时代地下空间开发与利用掌好舱、划好桨。会议期间还举行了EUUS杰出成就奖和青年学者奖的颁发仪式，授予Raymond Sterling教授EUUS杰出成就奖，李琦研究员和许振浩教授青年学者奖。
EUUS2019大会闭幕式由大会秘书长李琦研究员主持并致辞，在闭幕会上宣布并颁发了大会优秀论文奖、优秀报告奖和优秀展板奖。闭幕式上，国际地下空间联合研究中心城市地质与地下空间工作组主席李晓昭教授宣布第二届国际地下空间探测与利用学术大会将在泰国召开，由泰国科学技术发展署承办。
With the theme of "Collaborative Development and Sustainable Development of underground space", the conference received a total of 75 academic abstracts and 56 papers. The participants adopted 9 invited presentations, 18 invited presentations, 60 thematic oral presentations, 37 thematic panel presentations and 2 sponsor technical presentations. Heated exchanges and discussions were held on seven topics and related hot issues, including fine underground space exploration, intelligent modeling and big data, resource collaborative planning, construction and operation and maintenance, development and urban resilience, frontier exploration and special underground space utilization, typical engineering practices and cases.
During the conference, representatives from 13 countries on five continents actively negotiated, jointly discussed and established the theme of the Wuhan Declaration on the high-quality development and sustainable use of underground space. This is another voice after the Tokyo Declaration issued by the International Joint Research Center for Underground Space 28 years ago, which means that the collaborative development and sustainable development of underground space has become an international consensus. On November 17, 2019, Academician Qian Qihu, Professor Raymond Sterling and Chairman of Hubei Association for Science and Technology and former Vice Governor of Hubei Guo Shenglian once again emphasized the theme of the Wuhan Declaration in their speeches, and hoped that relevant people from all walks of life around the world could work together to continuously strengthen benign exchanges and cooperation. In order to promote the development and utilization of underground space in the new era, hold good cabins and row good OARS. The presentation ceremony of the EUUS Outstanding Achievement Award and the Young Scholars Award was also held during the conference, with the EUUS Outstanding Achievement Award awarded to Professor Raymond Sterling, Fellow Li Qi and Professor Xu Zhenhao Young Scholars.
The closing ceremony of the EUUS2019 Conference was presided over by Li Qi, the Secretary-General of the conference, and delivered a speech. At the closing meeting, the Conference excellent paper award, excellent report award and excellent panel award were announced and awarded. At the closing ceremony, Professor Li Xiaozhao, chairman of the Urban Geology and Underground Space Working Group of the International Joint Research Center for Underground Space, announced that the second International Academic Conference on Underground Space Exploration and Utilization will be held in Thailand, hosted by the Thai Science and Technology Development Agency.
